Legal Status

CAMELEON Philippines was registered on September 7th 1997 at the Securities and Exchange Commission (SEC) under the reference number E199700778. The association is accredited by the Department of Social Welfare and Development (DSWD) under the reference number DSWD – FO VI RL – 0000026 – 2010 encompassing the programs of Personal Reconstruction, Autonomy & Reinsertion and Education & Development.

CAMELEON Philippines was granted the status of “Charitable organization” by the Philippine Council for NGO Certification (PCNC) in March 2013. This enables the association to establish tax receipts (for tax deduction purposes).

The association complies with:

  • The national laws and regulations pertaining to children. This includes the PD 603 or the amended Child and Youth Well Being Code.
  • The Republic Act 7610 or the Special Protection Act against Child Abuse, Exploitation and Discrimination.
  • The United Nations Agreement pertaining to Children’s rights, ratified by the Government of the Philippines on September 2nd, 1990.

Our Actions

CAMELEON’s objective is to enable the recovery, personal reconstruction, rehabilitation and autonomy of mistreated and sexually abused girls living in the western Visayas region in the Philippines. Each year 108 girls are accompanied through the Personal Reconstruction Program (Rehabilitation).

CAMELEON provides educational support to 300 children in disadvantaged neighboring villages as well as development assistance to the families. The association strives to develop the full potential of every beneficiary in its care.

In order to put a halt to the escalating problem of sexual abuse of girls, the association is also committed in the prevention of such abuse through advocacy actions, child protection and networking.

Our Team

The permanent team

The association’s management is undertaken by the Board of Directors and a permanent local staff that cares for the 400 children, providing them with safety, health care and education.

The mission of 33 employees based on Panay Island (Iloilo – Passi) – including 22 program staff – is to ensure personal rehabilitation, followed by social reinsertion of the young girls as well as ensuring the proper functioning of the programs and activities for all the beneficiaries. Management constantly seeks to improve the Philippine team’s professionalism in the implementation, follow-up and evaluation of the projects.

To guarantee the quality of the beneficiaries’ supervision and rehabilitation process, the management uses professional training to maximize the team’s loyalty and sense of responsibilities.

Under the supervision of Sabine Claudio – Executive Director and sole French employee of the team – each Program Manager implements the defined actions with the help of the welfare workers, the people in charge of relations with the surrounding villages, the surrogate mothers and the psychologists.

The volunteer team

Each year over 30 volunteers from abroad and ten Filipino volunteers come to strengthen the team. The volunteers come from numerous and various backgrounds: engineering students, psychologists, nurses, circus artists and trainers etc.

They stay in the «Volunteers’ House» located in the CAMELEON residency next to the Children’s centers.

In 2013 five students from the Iloilo University of the Philippines took part in the Educational and Development Program as interns. They helped CAMELEON for 9 months in the main office at Passi or in the Training Center and the dormitories at Iloilo.

Our resources

To ensure its institutional and financial sustainability CAMELEON Philippines recruited a Manager for the new Fundraising and Development Division. In 2013 the association was granted the status of « Charitable organization» by the Philippine Council for NGO certification (PCNC) thus enabling the association to deliver tax receipts. This certification reinforces the association’s credibility and increases its appeal to Filipino partners and donators.
